Michelle L. Lockard Esq. has been a practicing attorney in the Washington, D.C. metropolitan area for over 10 years, during which she has handled a tremendous volume of cases. Although amassing vast experience in nearly all areas of the law, Michelle has had a particular emphasis in custody, child support, visitation, paternity, and divorce matters. In fact, Michelle has assisted hundreds of fathers and mothers in the District of Columbia seeking to have a meaningful relationship with their children and obtain custody and shared decision-making power. She has defended parents and third parties in custody, visitation and child support matters. She also handles criminal matters in Superior Court of the District of Columbia.
She has extensive experience representing property owners in actions of lease violations, breach of contract, possession, and drug haven cases. Michelle has also provided consultative services for clients seeking to resolve government contract matters involving breach of contract, request for equitable adjustments, claims and bid protests. Michelle advises clients regarding to compliance with the Anti-Kickback Statute, False Claims Act and the Foreign Corrupt Practices Act. Michelle also handles pro bono matters as a volunteer attorney and guardian ad litem through the DC Volunteer Lawyers Project. She also volunteers as a family law mentor with the DC Bar Pro Bono Clinic.
Michelle received a Bachelor of Science in Political Science from Bowie State University, JD degree from Howard University School of Law and obtained an LL.M (Masters of Law) in Government Procurement and Environmental Law from the George Washington University Law School. She is a member of the Washington D.C. Bar and U.S. Court of Federal Claims.
